Open Access Publishing and the Finch Report (Letter from the President of Royal Historical Society)

  • The Finch Report envisages a major change to the funding of research publication away from subscription charges to periodicals towards payments by authors to have their work published in periodicals through the means of article processing charges (APCs). In return the article would be available for online reading either at once (the ‘gold’ model, favoured both in the Finch Report and by government) or after an embargo period and with authors self-archiving their work (the ‘green’ model). It is envisaged that APCs will be fundable through the author’s employers in the HE sector or by research grants from RCUK, and educational charities such as the Wellcome Trust. The Wellcome Trust already practices OA on this model and the RCUK has expressed support for the OA principles outlined in the Finch Report, as has Hefce, as regards further research assessment exercises.
